But is it a passenger car, or commercial vehicle? If it wasn't a commercial vehicle, then it sounds like they were charging a $45.50 service fee, if it was in Bexar County. Most any other place is going to be $14.50.

It's a $14.50 state mandated fee unless you reside in one of the counties that require emissions testing.
If they charged you 60 bucks, i'd like to know why. Those "official" inspection places that look like an oil change place are a joke. Always trying to upsell some crap service you don't need.
If you already paid them to inspect your car and it failed, you must make the repair and take it back to that location in order to not be charged again. As far as taking it somewhere else, they will know that you tried to get a sticker elsewhere and failed. It' s all entered in the DPS computer system the 1st time you had it inspected. If you can get someone to pass it without getting the problem fixed, their license can be pulled and fined enough to put them out of business.
Yes, I have been a state inspector for years as part of my job, and no, I will not give you a sticker.

How about simply taking responsibility in maintaining and repairing your vehicle? For your own safety and everyone else on the roads.

6. All head lamps will be inspected for and rejected if:
a. Lamp or lamp assembly is not securely fastened to the vehicle.

l. Lamp can be moved easily by hand, due to a broken fender or loose support.

Before you take your auto to one of those rip off places take a photo of your wiper blades for evidence, one of their favorite tricks is to pull back the wiper blades to inspect them and when they do they actually tear the blade then tell you that your wiper blades need replacing and they will be happy to fix them for you for 25 or 30 dollars. I had it happen twice. Thank goodness I found a good garage that does honest inspections. Those little quickie places are a ripoff. As far as the loose head light you'd be amazed what you can do with 5 dollars worth of JB Weld, great stuff.
